In the first installment of the “Legislative Year in Review,” we focus on key legislation that enhances and safeguards property rights, public safety, and privacy. The following bills are examples of policy wins for individuals, families, and communities across our great state.
– SB55: Expedited Removal of Unauthorized Persons, would create an expedited removal process for the removal of an unauthorized person from residential property.
This legislation strengthens and protects property rights by streamlining the removal of illegal occupants, ensuring faster enforcement, and holding squatters accountable. This is a major victory for property owners across our state. SB55 is officially state law as of August 6, 2025.
– SB416: Personal Privacy Protection Act, would prohibit public agencies from collecting, disclosing, or releasing personal information about members, volunteers, and donors to 501(c) nonprofit organizations, except as required by law. On July 29, 2025, the General Assembly successfully overrode the Governor’s veto and SB416 became state law.
– HB318: The Criminal Illegal Alien Enforcement Act, requires sheriffs to cooperate with ICE to remove illegal aliens charged with serious crimes from our communities. HB318 enhances public safety, supports law enforcement, and protects North Carolina residents. After a successful veto override, HB318 is state law as of July 29, 2025.
– HB193: Firearm Law Revisions, provides that certain employees and volunteers at non-public schools may carry certain weapons on educational property only when authorized by the school board of trustees or school administrative director. The bill provides that a person may carry a concealed handgun on educational property that is the location of both a school and a place of religious worship when attending worship services and other sacerdotal functions at the place of religious worship.
– HB193 also increases the punishment imposed for an assault or threat against an executive officer, legislative officer, court officer, local elected officer, or election officer to be determined by a judge, and to provide additional protections from restrictions on use for relocated law enforcement shooting ranges.
The House and Senate successfully overrode the Governor’s veto on July 29, 2025 and HB193 was enacted into state law.
– SB153: NC Border Protection Act, is an act to protect the borders of the State by:
- Requiring cooperation with federal immigration officials.
- Ensuring state funds are being used for the benefit of persons in the State legally.
- Creating additional incentives for local governments to comply with State law related to immigration.
- Prohibit UNC Constituent Institutions from becoming sanctuary universities.
– SB153 was vetoed by the Governor and remains eligible for consideration when the General Assembly returns for session.
– HB295: Req. DOT to Install Prop. Corner Markers, would require the North Carolina Department of Transportation to include property boundary intersection corner markers on plans prepared for acquiring certain property and to install those property corner markers after project completion. HB295 would help reduce the potential for boundary disputes and alleviate the financial burden on property owners from securing survey work.
I am the primary sponsor of HB295 and it passed the House by unanimous consent, 116-0. HB295 currently resides in the Senate and is eligible for consideration when the General Assembly returns to session.
