The North Carolina House of Representatives returned to Raleigh on Wednesday, September 11, 2024 to consider veto overrides and to vote on adjustments to the state budget. The following legislation was considered:
– HB10, Require ICE Cooperation & Budget Adjustments, the Conference Committee Substitute contains various provisions, including:
– Provides additional funds to the Community College System to account for increased community college enrollment.
– Allocates funds from the Education Reserve to the State Education Assistance Authority for additional funds for opportunity scholarships in the 2024-2025 school year.
– Authorizes new rural broadband expansion across the state.
– Requires that Immigration and Customs Enforcement of the United States Department of Homeland Security (ICE) be queried when an individual charged with certain offenses is in custody and that person’s legal residency or United States citizenship status is undetermined.
I voted in favor of HB10 and it passed the House by a vote of 67-43.
– SB166, 2024 Bldg. Code Regulatory Reform., would amend various development regulations, amend various North Carolina State Building Codes, amend various construction contractors and design professionals regulations, amend various environment and environmental health regulations, and reorganize the Building Code Council.
The House and Senate had previously passed SB166, but Gov. Cooper vetoed the bill. Earlier in the week, the Senate successfully overrode the Governor’s veto. I voted in favor and by a vote of 70-40, the override was successful and SB166 is now law.
– SB917, Additional General Assembly Appointments, is an act to appoint persons to various public offices upon the recommendations of the President Pro Tempore of the Senate and the Speaker of the House of Representatives and to make modifications to previous appointments.
I voted in favor of the bill and it passed by a vote of 82-27.
– SJR918, Confirm Adam Lockhart Taylor/Bd of Review, is a joint resolution providing for the confirmation of Adam Lockhart Taylor to the Board of Review. SJR918 passed by unanimous consent, 108-0.
