In this week’s edition of the Legislative Review, we will focus on five public law provisions that were enacted during the 2023-2024 legislative session with effective dates of July 1, 2024.
Legislation with effective dates of July 1 – Jan. 1, 2025
- HB11, Schools for the Deaf and Blind, is an act to provide that the Eastern North Carolina School for the Deaf, the North Carolina School for the Deaf, and the Governor Morehead School for the Blind are governed by Boards of Trustees and to provide for their duties of the Boards and admission process for schools for the deaf and blind.
- HB11 was passed into law and sections 1-3 and section 9 of the bill become effective on July 1, 2024.
- SB174, Rev. Laws Tech., Clarifying, & Admin. Chngs., makes various technical, clarifying, and administrative changes to the revenue laws as recommended by the Department of Revenue. This act has various effective dates, including sections 3.8(b)&(c) & 6 effective beginning July 1, 2024.
- SB552, Modifications to Notary Public Act., does the following:
- Extends the authority for emergency video notarizations and emergency video witnessing to June 30, 2024.
- Delays the effective date for authority for remote electronic notarizations until July 1, 2024.
- Authorizes a registered electronic notary public to also perform remote electronic notarial acts.
- Makes additional conforming changes to the Electronic Notary Public Act, Article 2 of Chapter 10B of the General Statutes. Secs. 7- 9 & 10 of SB552 became effective July 1, 2024.
- HB674, Child Advocacy Centers/Share Information, establishes criteria for Children’s Advocacy Centers to receive State funds, establishes confidentiality requirements for the sharing of information and access to records held by Children’s Advocacy Centers and multidisciplinary teams, and establishes immunity from liability for certain circumstances for the multidisciplinary team, individuals and volunteers working for a Children’s Advocacy Center. HB674 is effective as of July 1, 2024.
- SB615, Adoption Law/Notary Changes/Guardianship Rts., is an act to allow adult adoptees to be adopted by a former stepparent, the removal of certain redaction restrictions from adoption home studies, and the expansion of acknowledgment options for agency relinquishments for adoption, to make clarifying corrections to the notary laws, and more. Sections 4.2, 4.3, and 8.1 of SB615 are effective as of July 1, 2024.
